Is OKX legal in Hong Kong? The short answer
For the exchange, the question has largely answered itself. OKX’s Hong Kong entity withdrew its application for a Securities and Futures Commission (SFC) licence on 24 May 2024, and OKX stopped centralised trading services in Hong Kong on 31 May 2024. Its Risk and Compliance Disclosure, last updated 8 July 2026 and checked on 6 October 2026, lists Hong Kong as a “Restricted Location” alongside places such as Canada, Cuba, Iran and India.
So when people search “is OKX legal in Hong Kong” or “OKX 香港 合法”, the practical answer is: owning crypto is legal, a Hong Kong resident holding an OKX wallet breaks no law, but the OKX exchange itself does not offer its services to Hong Kong. That is OKX’s choice, written into its own terms, not just a regulator’s warning.
How OKX left Hong Kong
Hong Kong’s licensing regime under Part 5B of the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (Cap. 615) began on 1 June 2023. Platforms already serving Hong Kong could keep going while their applications were assessed, but the transitional period ended on 1 June 2024, and any platform without a licence or a live application had to wind down. OKX withdrew a week before that deadline.

OKX was not alone. The SFC list now shows 16 returned or withdrawn applications, including Huobi HK, Gate.HK and Bybit’s first attempt. Our research does not include an official reason from OKX for withdrawing, so we will not guess at one.
What the SFC says
The SFC’s message is that Hong Kong investors should use licensed platforms only. Licensed platforms must hold client assets in trust with most coins in cold storage, test retail clients’ knowledge, set exposure limits and offer retail investors only eligible large-cap tokens. A platform that has withdrawn, like OKX, is outside all of that. If you keep funds on an OKX exchange account while living in Hong Kong, you are relying on an offshore company whose own terms say it does not serve you.
What still works: exchange vs wallet
The confusion comes from the name. OKX the exchange and OKX Wallet the self-custody app are different products. The exchange holds your coins for you and needs a licence to serve Hong Kong; the wallet is software that stores your own keys on your phone.

As far as we know, Hong Kong has no licensing rule aimed at individuals who use a self-custody wallet such as OKX Wallet, MetaMask or Trust Wallet. But self-custody shifts all the responsibility to you: lose the recovery phrase and nobody can restore it. And the “buy crypto” buttons inside wallet apps usually connect to offshore payment providers, which you should treat like any unlicensed platform.
Risks of using OKX from Hong Kong
Terms that exclude you. Unlike Binance, whose Hong Kong wording is ambiguous, OKX is explicit. Keeping an exchange balance means relying on goodwill from a company that has already said Hong Kong is restricted.
No local recourse. No SFC licence means no Hong Kong complaint route, custody standard or exposure limits.
Phishing and fake support. A big brand that has left a market is fertile ground for “recovery” scams promising to unlock old accounts for a fee. Hong Kong recorded 5,135 online investment fraud cases in 2025, with HK$3.58 billion lost and about a third involving virtual assets.
Wallet self-responsibility. If you move to OKX Wallet, a leaked seed phrase is final. Never type it into a website or share it with “support”.
How to move funds from OKX to a licensed platform
- Open a licensed account
Verify with an SFC-licensed platform such as HashKey Exchange or OSL before touching your OKX balance.
- Check supported coins
Licensed retail lists are short; OSL’s retail tokens are BTC, ETH, SOL and XRP. Unsupported tokens cannot be deposited.
- Withdraw to your own wallet
Licensed platforms apply travel-rule checks and may refuse transfers from unknown exchanges. Withdrawing first to a self-custody wallet you control is the usual route.
- Prove the wallet is yours
Platforms verify ownership by message signing or a small test transfer, then whitelist the address. HashKey names MetaMask, Electrum, MyEtherWallet, Ledger and Trezor among supported wallets for signing.
- Deposit, sell, withdraw HKD

OKX made the decision for you: its exchange does not serve Hong Kong. Treat the wallet as a tool for your own keys, and move any exchange balance out in an orderly way.

When OKX left in 2024 it said its self-custody Web3 wallet would remain available to Hong Kong users, as reported by The Block and DL News. Can I deposit HKD into OKX or use OKX P2P from Hong Kong?
No. Hong Kong is a restricted location on OKX, and OKX P2P is not available to Hong Kong residents. If you want to deposit HKD by FPS, use an SFC-licensed platform such as HashKey Exchange or OSL. Our FPS guide explains how deposits work.
I still have coins on an OKX exchange account. What should I do?
Plan an orderly exit. Open and verify an SFC-licensed account, withdraw from OKX to a self-custody wallet you control, prove ownership of that wallet to the licensed platform by message signing or a small test transfer, then deposit, sell for HKD and withdraw to your own bank. Send a small test amount first.
Does OKX have an office or licence in Hong Kong?
OKX has no SFC licence. Its Hong Kong entity’s application was withdrawn in May 2024 and it is not on the current applicant list. We do not publish an office address, because a trading office is irrelevant to whether you are protected: the SFC list is what counts.
